Route 28 blast falls short

PennDot had to send an excavator up the hillside to remove a section of unstable rock above Route 28 when explosives failed to

PennDOT plans to spend $8.5 million to fix the hillside and build a 1,600-foot protective fence. Thatwork is expected to last through December.

Blasts are scheduled for Thursday mornings, weather permitting.
